⭐ About the public sector opportunity

The French public sector represents 5 million people (1 in 5 workers in France). Following a 2019 reform law, public employers must contribute at least 50% to employees' health insurance by 2028, creating a massive opportunity for Alan.

The rollout:

⭐ Your mission

We're looking for a Tender Manager to lead RFP responses for Établissements publics, Fonction Publique Territoriale, and Fonction Publique Hospitalière.

RFP Management & Win

  • Conduct RFP analyses leading to GO/NO-GO decisions with cross-functional teams

  • Oversee end-to-end response processes (mémoire technique, administrative docs, compliance)

  • Coordinate and challenge stakeholder responses to ensure technical coherence

  • Own the member experience section for all RFPs

  • Prepare for and participate in negotiation rounds

  • Track RFP performance metrics and share insights

  • Support field marketing/sales teams in engaging key stakeholders (especially AMOs)

Build & Scale

  • RFP Library: Build and maintain a knowledge library to standardize responses and increase win rates

  • Templates: Create RFP answer templates based on requirements and AMO specifications

  • Framework: Implement tools and processes to improve response quality, efficiency, and delivery handover

  • Collaboration: Share best practices with Private sector teams on large-scale RFPs

⭐ Your profile

Must have:

  • 4+ years in project management

  • Full working proficiency in French (spoken and written)

  • Excellent written communication (including formal contexts)

  • Outstanding project management: planning, stakeholder management, monitoring

  • Strong product/technical appetite and problem-solving skills

  • Collaborative mindset across crews and expertises

  • Comfortable with ambiguity in fast-paced environments

  • Meticulous attention to detail

  • Interest in French public sector procurement processes

  • Adaptability and resilience in complex sales cycles

  • Advanced level in English

  • Living in (or willing to relocate to) Paris, Bordeaux, Lyon, Nantes or Marseille
